Henne Mines is only accessible via chocobo. There is a trail near the end of Ozmone, towards the Golmore Jungle, where you can see chocobo tracks leading into the high grass.
The secret area of the Henne mines is through a door to the east of where you fight Tiamat in the story. To get to this area, you must first have control of 10 Espers and then talk to Yugelu in Jahara. He'll say that he's sent people to open the area for you.
It is possible to beat the whole game at starting levels and that is done by maintaining equipment. The recommended level for the Henne Mines at your stage is 22 but if you have the best armour available then you can get round there at your present level.
Ride the chocobo through the tall grass (look for chocobo tracks to see where you can get through the grass), and it will let you out near the entrance to the Henne mines.
